SF 2123

Expired in committee when the session ended.

Last reviewed 2026-08-01

SF 2123 was introduced in the Iowa Senate on January 27, 2026 and referred to the Judiciary Committee, then assigned the following day to a subcommittee of Senators Schultz, Blake and Bousselot.

It never received a subcommittee or committee vote. The 2026 session adjourned sine die on May 3, 2026 and the bill expired. It does not carry over, so sponsors would have to introduce a new bill in the 2027 term.

The bill

What it actually does

  1. 1

Would have directed the Iowa Department of Public Safety to create a system for issuing serial numbers for homemade firearms and unfinished frames or receivers.

  2. 2

Would have required anyone using a 3D printer to make a firearm to obtain a DPS serial number before completing the build and affix it to federal standards.

  3. 3

Would have banned possession, sale, delivery or transfer of 3D-printed or privately made firearms and unfinished receivers lacking a recognised serial number.

  4. 4

Would have made manufacture or possession of an unserialised firearm a Class C felony, and knowing transfer of stolen or altered unfinished frames a Class B felony.
