HF 3407 and its Senate companion SF 3661 were authored by Rep. Dave Pinto and Sen. Ron Latz, with 22 House co-sponsors, and backed by Attorney General Keith Ellison, Moms Demand Action, Everytown, and a number of Minnesota police chiefs and prosecutors.
The Senate passed the broader omnibus package, SF 4067, containing the 3D printing and ghost gun restrictions in early May 2026. In the House, HF 3407 was referred to the Public Safety Finance and Policy Committee, and House leadership did not bring it or the Senate package to the floor before the session adjourned.
Minnesota therefore did not pass these restrictions in 2026. Supporters would need to reintroduce the legislation in the 2027 session.
Would have prohibited using a 3D printer to make firearms, frames or receivers unless federally licensed or holding a federal serial number in advance, capping unlicensed manufacturing at three firearms a year.
Would have made it illegal to sell, share or distribute digital instruction files such as CAD or G-code intended to program a printer to make a firearm.
Would have outlawed the purchase, sale or possession of untraceable firearms, lower receivers or unfinished frame kits lacking serial numbers.
